National Grid (Massachusetts Electric) SMART Program Incentive Blocks

Massachusetts now uses the SMART 3.0 program (225 CMR 28.00, effective September 2025), which replaced the old declining “block” system. Systems you own earn a flat monthly incentive over a 20-year term — $0.03/kWh for systems 25 kW AC and under, or $0.06/kWh for low-income projects.
